No Vehicle shall be driven or moved on any highway unless the vehicle is so constructed or loaded as to prevent any of its load from dropping, shifting, leaking or blowing, or otherwise escaping there from.

It is the duty of every owner and operator, of any vehicle hauling upon any public road or state highway to cover by the use of tarpaulins or otherwise prevent such materials from falling, blowing, or anyway escaping from such vehicle.

There will be a $25 additional fee at the landfill for commercial vehicles that are not properly covered.

There will be a $5 additional fee at the landfill for individual citizens whose vehicles are not properly covered.

There will be a $50 fine issued by Code Enforcement for any vehicle that is not properly covered.
